NYCHA PACT, HPD Preservation and ELLA, RAD, and HUD programs each bring different wage determinations, Section 3 goals, and reporting cadences. Perennial Empire maintains a playbook for each, so your scope is compliant from day one rather than after a plan-review cycle.
Complete unit overhauls to modernize interiors. New flooring, fixtures, and finishes. Kitchen and bathroom upgrades.
Renovation of lobbies, hallways, and communal spaces. New lighting, flooring, and security features.
Fire alarms, sprinklers, and ADA-compliance upgrades. Safety features prioritized in every renovation.
Occupied-unit methodology
Every occupied affordable-housing renovation runs the same sequence: bilingual notices, individualized access-and-consent forms, belongings protection, HEPA-filtered dust control, same-day clean, and a resident-services contact on site who is not the foreman. Section 3 hiring is kept in-house, not subcontracted.

Section 3 certified W2 workforce on staff. Hiring events staged with resident associations and property managers. Candidates run through the same OSHA-30 onboarding as our W-2 crews. Section 3 goals met with qualified hires, not paper workarounds.
Bilingual resident notices, individualized access-and-consent forms, belongings protection, HEPA-filtered dust control, same-day clean policy, and a resident-services contact on site who is not the foreman. Designed to meet agency inspection, not just pass it.
A site-specific engagement plan names a resident-services lead, sets a standing meeting cadence with the tenant council, and fixes a grievance path that resolves most complaints at the site level, keeping construction moving in buildings with active tenant leadership.

Walk us through your affordable housing scope.
Request Prequalification PackageYes. NYCHA PACT converts public-housing developments to project-based Section 8 and unlocks comprehensive building-wide renovations. HPD-financed affordable housing runs through programs like HPD Preservation, ELLA, and Mix-and-Match with different compliance and funding structures. Mixed-income projects blend market-rate and income-restricted units, often with 421-a or Article XI overlays. The resident experience and building-condition goals are similar, but the reporting, wage determinations, and agency touchpoints differ. Our project management team maintains playbooks for each so your scope is compliant from day one, not after a plan-review cycle.
Every occupied affordable-housing renovation runs on the same sequence: bilingual resident notices (English/Spanish at minimum), individualized access-and-consent forms, belongings protection, HEPA-filtered dust control, same-day clean policy at the unit, and an on-site resident services contact who is not the foreman. Work is scheduled around school buses, medical appointments, and home-health-aide visits where residents flag them. For regulated tenants specifically, we never touch rent-stabilized or Section 8 lease terms, and we document room condition before and after so any damage claim has a clean reference point.
Fire and life-safety upgrades are the most common bundle: fire-alarm system replacements, sprinkler head relocations, self-closing door hardware, egress signage, and smoke and CO detector swaps to meet current FDNY and DOB code. Accessibility work typically covers ADA-compliant bathroom configurations, roll-in showers, grab bars, lever hardware, counter height, and common-area pathway corrections. Local Law 26 sprinkler retrofits, Local Law 1 lead-paint remediation, and Local Law 31 window-guard compliance are scoped alongside cosmetic work when the agency or owner needs them consolidated into a single mobilization.
Section 3 (applicable on HUD-funded and most NYCHA-funded work) requires that a share of new hires and contract dollars go to Section 3 workers (typically low-income residents of the project area) and Section 3 business concerns. We start every engagement by confirming the agency's specific numerical goals, staging hiring events with the property manager and residents' associations, and funneling qualified candidates through the same OSHA-30 onboarding we run for our W-2 crews. Utilization is reported monthly in the agency's required template (not as a separate box-check), so your compliance file closes when the job does.
A site-specific Community Engagement Plan is part of every mobilization. The plan names a resident-services lead on our team, establishes a standing meeting cadence with the resident association or tenant council, and fixes a grievance path that resolves most complaints at the site level before they escalate. We have used this structure across the Brooklyn Bundle, Union Avenue Consolidated, and Highbridge/Franklin & Twin Parks to keep renovation work moving in buildings with active and engaged tenant leadership.
