How we run an agency engagement

  1. Procurement-Ready Diligence

Capability statement, applicable Section 3 certification, bonding letter, insurance certificates, and safety history returned within one business day of an RFP request, not after a two-week back-and-forth.

  2. Compliance Built In

Certified payroll generated directly from job-site time tracking. Section 3 utilization reported on the agency's cadence. OSHA-30 onboarding for every field hire before day one. No surprises in monthly requisitions.

  3. Resident-First Mobilization

Bilingual notices, individualized access consents, HEPA dust control, same-day clean policy, and an on-site resident-services lead available during all work hours. Tenant services loops in from pre-construction.

  4. Owner & Lender Reporting

Monthly requisitions with AIA G702/G703, schedule-of-values burn-down, RFI and submittal logs, change-order status, safety KPIs, and a narrative summary, in the templates your agency and lender already use.

Common questions from NYC agency procurement teams

Which NYC agencies and programs do you deliver renovation work under?

Our institutional portfolio is anchored in NYCHA PACT, with active delivery across Manhattan, Brooklyn, and the Bronx. We also scope and deliver against HPD-financed affordable-housing work and agency-led major-capital programs. Relationships beyond NYCHA (including HPD, DASNY, SCA, DDC, HUD, and developer-partners inside PACT conversions) are documented in our current capability statement, which we provide on request to qualified procurement teams. If your program sits outside these agencies, send the RFP and we will respond with fit, relevant past performance, and the documentation your diligence team needs.

What Section 3 hiring and reporting do you manage in-house?

Section 3 hiring is not subcontracted out of our office. We maintain a Section 3 certified W2 workforce, track new-hire eligibility against each project's HUD income thresholds, and report utilization directly to the agency on the required cadence. Section 3 business concern certifications, goal-setting workshops with agency partners, and resident-outreach hiring events are all handled internally. Certified payroll and Section 3 utilization reports go out with every monthly requisition and hold up to agency review.

How do you handle certified payroll and prevailing-wage compliance on public work?

Certified payroll is a first-class deliverable on every agency-funded engagement we run. Weekly payrolls are generated directly from job-site time tracking, reconciled against the applicable prevailing-wage schedule (NYCDOL or Davis-Bacon depending on funding source), and signed before submission. Trade classifications, fringe benefits, apprenticeship ratios, and overtime are audited before each payroll goes out, not after. We have never had a certified-payroll-driven agency hold-back on an active PACT engagement.

Can NYCHA and HPD-funded buildings be renovated while residents stay in place?

Yes. Keeping residents in place is the operating default, not an exception. In PACT delivery we have painted 1,300+ occupied apartments in the Brooklyn Bundle, renovated kitchens in 400+ occupied units at Highbridge/Franklin & Twin Parks, and installed 80,000 feet of LVT in occupied corridors at Trump Village 3. Residents receive scheduled access notices, belongings-protection plans, daily touch-points with a bilingual site lead, and a dust-and-noise protocol that meets NYCHA standards. Temporary-relocation scenarios are planned only when scope genuinely requires it and are coordinated with the property manager and tenant services.

What documentation can you provide for RFP and past-performance diligence?

For qualified procurement teams we share the full institutional diligence packet: current capability statement, applicable Section 3 certification, bonding letter and single-project capacity, safety history, general liability and umbrella insurance limits, OSHA 300 logs, and a past-performance matrix listing each recent PACT engagement by agency, value, completion date, and reference contact. Request the packet via our contact form and we will return it within one business day alongside a scoping call with our COO.
