PACT delivery methodology

  1. NYCHA-Standard Mobilization

Section 3 hiring events held with residents' associations before mobilization. Bilingual resident notices (English/Spanish minimum), individualized access consents, and NYCHA-compliant site signage in all public areas before any unit entry.

  2. Occupied-Unit Crew Model

Small crews per unit, same-day completion on most interior scopes, HEPA-filtered dust containment, and belongings-protection documented with photos before and after. Residents receive a named crew lead and a 72-hour notice window.

  3. Reporting Cadence

Monthly requisition package (G702/G703), certified payroll, Section 3 utilization, and a narrative progress report in NYCHA's required templates. Change orders logged, priced, and closed inside the requisition window, not held over.

  4. Resident Services Integration

An on-site bilingual resident-services lead works across our crew, the property manager, and the NYCHA liaison during all work hours. Complaints escalate on a documented path. Most resolve at the site level before they reach the agency.

PACT program details

What is PACT?

The Permanent Affordability Commitment Together (PACT) program is a vital initiative by the New York City Housing Authority (NYCHA) aimed at improving the quality of affordable housing for residents. PACT converts NYCHA developments to Section 8 funding, ensuring long-term affordability and enabling comprehensive renovations in partnership with private development teams while keeping existing residents housed and regulated.

What compliance do you handle on a PACT engagement?

Section 3 reporting, certified payroll, OSHA 300 safety logs, and Section 3 utilization reports are standard deliverables. Section 3 certified W2 workforce on staff. All renovations meet NYCHA standards and guidelines, and reporting is delivered in the templates NYCHA and HUD already use. We do not require your agency team to teach us the format.

How long after PACT conversion does renovation work typically begin?

After PACT closing, the development sponsor and contractor typically mobilize for pre-construction within 30 to 90 days. Resident outreach, unit-by-unit condition assessments, Section 3 hiring events, and long-lead-time procurement run in parallel during this window. Active interior and common-area renovation usually starts within 90 to 180 days of closing, with the first resident-visible work (corridor painting, lobby refresh, exterior improvements) hitting the building inside the first six months. Timing varies with weather-sensitive scope (facade, roof) and any temporary-relocation decisions made at scoping.

What does a PACT renovation scope typically include for residents?

A typical PACT bundle covers three layers: unit interiors (kitchen and bathroom refreshes, flooring replacement, painting, new appliances, plumbing and electrical corrections), common areas (corridor flooring and paint, lobby renovation, elevator modernization, amenity-space upgrades), and building systems (fire-alarm replacement, heating-plant work, envelope repairs, Local Law compliance). Not every PACT engagement touches every layer. Scope is defined at closing by the development's physical needs assessment and available PACT rehab dollars.

How do you handle resident communication and media approvals with NYCHA?

Resident communication is a jointly-managed responsibility with NYCHA, the PACT developer, and the property management team. We provide a dedicated on-site resident-services lead (bilingual where the development requires it), run building-wide notice cycles 72 hours before any access-required work, and staff a complaint-escalation path that resolves most issues at the site level. Media approvals (photography, video, press) run through NYCHA's communications office. We do not publish resident-facing photography without NYCHA media release, which is why our case-study photography lags active work.
