Major-capital programs are multi-trade, building-wide or portfolio-wide scopes that touch structure, envelope, MEP, common areas, and unit interiors in a coordinated sequence. Perennial Empire's produced portfolio exceeds $100 million and is almost entirely in this category, so your engagement starts with a scoping workshop, not a transactional bid.
Lobbies, hallways, and communal spaces. New lighting, flooring, and security features. Inviting, functional common areas for residents.
Fire alarms, sprinklers, ADA compliance. Every renovation prioritizes resident safety.
Unit overhauls. New flooring, fixtures, finishes. Kitchen and bathroom upgrades for improved functionality.
Modern designs that improve functionality and appearance. Upgrades to communal areas that enhance tenant satisfaction.
Interior and exterior painting services. High-quality materials for long-lasting results. Expertise in color matching and design recommendations.
Custom carpentry solutions. Skilled craftsmanship for durable and attractive finishes. Tailored to each project's requirements.
Project controls
Phasing is designed around resident safety, building operations, and construction efficiency, in that order. MEP cutovers are planned against heating-season and water windows so residents never lose essential services, and an integrated master schedule with earned-value reporting keeps owners and lenders current.
Critical-path sequencing across trades, weather-sensitive scope (envelope, roof), and cutover windows (boiler, electrical, water). Weekly progress updates plus 3-week and 6-week look-aheads issued to the owner and property manager.
Monthly AIA G702/G703 requisitions, schedule-of-values burn-down, change-order log with status, RFI and submittal tracking, and earned-value reporting on larger engagements, in the templates institutional lenders and agencies already expect.
OSHA-30 onboarding for every field hire. Weekly toolbox talks tied to that week's scope. Near-miss logging, monthly OSHA 300 reporting, and a site-specific safety plan issued before mobilization. Our Safety First program runs the same on every capital job.
Systems commissioning coordinated with the MEP engineer and operator. Punch-list management through owner sign-off. O&M manuals, warranty log, and as-built drawings delivered on a fixed close-out schedule, not drip-fed.
Major-capital programs are multi-trade, building-wide or portfolio-wide scopes (typically in the $2M to $50M+ range) that touch structural, envelope, MEP, common areas, and unit interiors in a coordinated sequence. Unlike unit-by-unit work, major-capital scopes require a formal project-controls layer: integrated master schedule, earned-value cost reporting, commissioning, and agency-facing progress deliverables. Our $100M+ produced portfolio is almost entirely in this category, which means your major-capital engagement starts with a scoping workshop, not a transactional bid package.
Phasing is designed around three constraints in this order: resident safety, building operations, and construction efficiency. Envelope and roof work move first so interiors can dry in. Corridor and common-area renovations stack next, line by line, so only one wing is out of service at a time. Unit interiors follow a rolling-crew sequence that finishes floors faster than a gut-in-place approach. MEP upgrades (boiler-plant swaps, riser replacements, electrical service upgrades) are planned against heating-season and water-cutover windows so residents do not lose essential services. A detailed logistics plan is issued to the property manager before mobilization and updated weekly.
Local Law 97 sets declining carbon-emissions caps on buildings over 25,000 square feet starting in 2024 and tightening in 2030 and 2035. For major-capital scopes that means heating-plant electrification, envelope tightening, LED and lighting-controls retrofits, submetering, and controls upgrades are on the table in ways they were not two years ago. We do not sell LL97 compliance strategy (that sits with your energy consultant or architect), but we do price, sequence, and deliver the physical scope their pathway calls for, and we will flag LL97 interactions with proposed work before they become surprise emissions penalties.
LL11/FISP cycles (currently Cycle 10) run on a five-year rhythm and produce Safe-With-A-Repair-And-Maintenance-Program (SWARMP) or Unsafe findings that often turn into capital scope. We integrate FISP repair work (lintel replacements, parapet rebuilds, pointing, terra-cotta restoration, balcony reconstruction) into the broader capital schedule so scaffolding is mobilized once and your cycle filing closes on time. Coordination with your QEWI (Qualified Exterior Wall Inspector) is built into the kickoff so the inspection report and the repair scope read as a single document at DOB.
Owner and lender reporting includes a monthly requisition package with AIA-style G702/G703, schedule-of-values burn-down, critical-path schedule update, change-order log with status, RFI and submittal logs, safety KPIs (OSHA 300, near-miss, weekly toolbox topics), Section 3 utilization where applicable, and a narrative summary. Large engagements add earned-value reporting, look-ahead schedules at 3-week and 6-week horizons, and photo documentation tied to the schedule. All reporting templates align with what NYCHA, HPD, and institutional lenders expect. We do not require your team to teach us the format.
